Skill-slot Bugger: Tetsu from LANGIT · BIRU

I caught this guy bugging his skill-slots earlier.
Here, is the screenshot i took.
Paraka Manas will cooldown for 1 minute after you've used it, but this just took seconds to re-cast.

ive notice you were getting a SS of me!
so sorry to say sir paraka mana is casted due to the pressing of f1 and f2. but the problem is if you cast paraka mana the first cast will take effect but the 2nd casting will not!

i thought skill-slot bug is forbidden, yet no GM is taking response on this. isn't that bias?
