registration problem

why is it every time i try lo registered a new account this thing appears "Warning: mssql_pconnect() [function.mssql-pconnect]: Unable to connect to server: TANTRAROM\SQLEXPRESS in C:\xampp\htdocs\tantra\conec.php on line 5"
